After you build your system you will need to controll it using a single 12V source. Many applications with have multiple 12V sources but you want all of them to drain evenly. Thus a DC to DC converter is used to maintain a healthy discharge pattern. These are also used to operate additional accesories such as lights, turn signals, etc.
